The Federal Training Requirement Explained
Entry Level Driver Training (ELDT) is a federal training standard established by the Federal Motor Carrier Safety Administration (FMCSA). As of February 7, 2022, all first-time CDL applicants must complete ELDT from a registered provider before taking their CDL skills test.
ELDT applies to applicants seeking a:
- Class A CDL (first-time applicants)
- Class B CDL (first-time applicants)
- Class C CDL with Passenger (P) endorsement (first-time applicants)
- Class C CDL with School Bus (S) endorsement (first-time applicants)
- Hazardous Materials (H) endorsement (first-time applicants)
ELDT is included in all VSP CDL training programs.
You don't need to find a separate ELDT provider. When you train with VSP, your ELDT requirement is fulfilled as part of your CDL program.

VSP Is a Registered ELDT Provider
Vehicle Safety Programs is listed on the FMCSA Training Provider Registry (TPR) as a certified ELDT provider. This means:
- Your VSP training satisfies the federal ELDT requirement
- VSP reports your training completion directly to the FMCSA Training Provider Registry
- Your completion record is electronically transmitted to your state DMV
- You can proceed to your CDL skills test once VSP submits your completion
- No additional ELDT paperwork is required from you — VSP handles the registration
What ELDT Training Covers
The FMCSA ELDT curriculum is divided into theory (classroom) and behind-the-wheel (BTW) components. Both must be completed before you can take your CDL skills test.

- Coupling and uncoupling (Class A)
- Pre-trip and post-trip inspection procedures

- Passenger transport safety (Class B/C)
Behind-the-Wheel (Range & Road)
- Vehicle inspection demonstration
- Basic vehicle control on the range
- Straight-line backing
- Offset backing (left and right)
- Alley dock maneuver
- Parallel parking (conventional and sight-side)
- City street driving
- Highway driving and lane changes
- Turning and intersection navigation
- Railroad crossing procedures (bus)
Inside the VSP ELDT Week
ELDT at VSP is structured as an intensive Monday–Friday program. Theory instruction and behind-the-wheel training are integrated throughout the week. VSP handles your Training Provider Registry (TPR) reporting directly — you don't have to manage that yourself.

ELDT is not a standalone course at VSP — it is integrated into your CDL training program. When you complete your Class A, B, or C training with VSP, your ELDT requirement is fulfilled simultaneously. VSP submits your completion record to the FMCSA TPR, which notifies your state DMV that you're cleared to take your skills test.
What You Need Before You Start
- Valid driver's license (any class) — required before training begins
- DOT physical / medical certificate from a certified medical examiner
- Ability to pass a DOT drug screen
- No disqualifying criminal history (reviewed case-by-case)
- Commitment to the full Monday–Friday training schedule
- Payment in full prior to class — VSP does not offer payment plans

Complete the Pre-Enrollment Checklist
Fill out VSP's 7-step online form covering your background, driving record, safety history, and career goals.
Call VSP to Reserve Your Class
Call (575) 825-9202 to confirm availability and reserve your seat. Payment in full is required to hold your spot.
Complete Training & Get Your CDL
Finish your VSP program. VSP submits your ELDT completion to the TPR. Take your state CDL tests and get licensed.
